Paula is currently the Vice President of Programs at The Family Conservancy in Kansas City, which is a member agency in both the Kansas and Missouri Child Care Aware® networks. She has over twenty years of experience in child care resource and referral at both the state and local level.

Patty Barron joined the staff at the Association of the United States Army (AUSA) in January of 2012 as AUSA’s Director of Family Readiness. She supports all AUSA family programs and activities by providing management and oversight to all directorate activities.

Todd is the Chief Executive Officer (CEO) for the Ohio Child Care Resource and Referral Association (OCCRRA). In 2010 after almost 15 years working in state government, Todd joined OCCRRA and transitioned into his role supporting the OCCRRA Board of Directors and a team of experienced and well respected professionals who develop and implement programs, products, and services.


Renee Boynton-Jarrett, MD, ScD

Renée Boynton-Jarrett, MD, ScD is an Associate Professor of Pediatrics at Boston University School of Medicine. She is a practicing primary care pediatrician at Boston Medical Center, a social epidemiologist, and the founding director of the Vital Village Community Engagement Network.


Katherine Cothern

Southwest Tennessee Child Care Resource and Referral program

Katherine Cothern is the Program Manager for the Southwest Tennessee Child Care Resource and Referral program, which serves 19 counties in northwest and southwest Tennessee, which serves 19 counties in northwest and southwest Tennessee. She has served in this capacity since the program’s inception in 1999.

Encarni Gallardo is the Executive Director of Children’s Service Society, the oldest child welfare agency in the state of Utah providing support for families and caregivers to ensure safe environments for children.

Walter S. Gilliam is the Director of The Edward Zigler Center in Child Development and Social Policy and Associate Professor of Child Psychiatry and Psychology at the Child Study Center, Yale School of Medicine.

Ann McCully joined Child Care Aware® of Minnesota as Executive Director in April 2002. During her time with the agency, the statewide system has gone through significant changes in the structure of its service delivery, and the work of the coordinating agency has expanded to include direct support to various programs.

Daniel J. Pedersen is the Sr. Advisor of The Atlanta Speech School and was from 1999 until 2012, founding president of the Buffett Early Childhood Fund, which invests in early childhood practice, policy and knowledge to ensure a better start for very young children growing up in families facing the greatest odds.

Tonja Rucker currently serves as the Principal Associate for Early Childhood Development in the Institute for Youth Education and Families at the National League of Cities. She is responsible for providing primary program support for the Institute’s work in areas related to early education.

Lisa is currently the Executive Director for Tri-County Head Start. Lisa was previously a national consultant specializing in dependent-care programs with 25 years experience in growth strategies, organizational structure, effective customer service, and end user experience evaluation. Lisa volunteers with several national and state organizations including CCAoA.

Laurie Tarpey is the Chief Operating Officer at Raffa, P.C., the 3rd largest accounting firm in the Washington, DC region and one of the 100 largest and best managed accounting firms in the United States.


Barbara A. Thompson

Organization: Office of Family Readiness Policy


Barbara A. Thompson assumed the duties of director for the Office of Family Readiness Policy within the Office of the Deputy Assistant Secretary of Defense for Military Community and Family Policy in September, 2006 and retired in January 2017.
