State Network Council Overview
Child Care Aware® of America's State Network is defined as: The organization within a state that regularly convenes all participating community-based CCR&R agencies, and which is either established as an organization with by-laws and a governing board or is currently in the process of becoming an organization with by-laws and a governing board.
Who can join: Executive Directors of State Networks will serve as State Network Council representatives. There will be 1 representative from each state with a State Network on the State Network Council. State Network Council Selection Process Executive Directors of State Networks have seats on the State Network Council. In states with voluntary State Networks, the President of the State Network Council will sit on the State Network Council. Single, state-wide agencies, including agencies with a headquarters and separate “branch” locations, are not considered State Networks and therefore do not have representation on the State Network Council. States with no State Network will not have representation on the State Network Council.

Membership Council Overview
Child Care Aware® of America's Membership Council identifies local issues and recommending priorities from the field that Child Care Aware® of America needs to address. The Membership council actively promotes and share information about Child Care Aware® of America programs, services, strategic priorities, and public policy agenda with other CCR&Rs in their state.
Who can join: The Membership Council selection process is developed by each state independently. Each State Representative is required to submit a description of their selection process as well as the name and contact information for their Membership Council representatives to Child Care Aware® of America by September 15 of each year.
The Board Development Committee will confirm 1 representative for each state. There will be no representation on the Membership Council in any state that does not submit a candidate for confirmation. States are responsible for notifying Child Care Aware® of America immediately if their Council Representative changes. The State Network Executive Director will be the point of contact and will facilitate the selection process.
Staff from the State Network Offices is not eligible to be the representative to the Membership Council. In states with just one CCR&R agency, the CCR&R Executive Director will be the point of contact and will facilitate the selection process. Staff from the CCR&R agency may be selected A total of 51 members may serve on the Membership Council. There will be no more than one member from each state and the District of Columbia.
